    To argue that a program of compassion should be erased because a few will take advantage is not only lacking in compassion for the needy, it is inefficient.

    When the point is reached that the cost of weeding out the LAST FEW cheaters is HIGHER than the cost of their cheating, it's time to cut back on the paranoia.

    Like the old joke about the guy whose college kid's credit card was stolen, but he didn't report it; the thief was not spending as much as his kid did!
