    extra special power.  Single handedly prevents moves to the Center -- also a symptom of the problem (or possibly a cause of the problem).

      The "rule" says that the Republicans as the majority party will not bring to the floor a vote that does not have a majority of members (that is, Republicans) in favor.

      Ths means, that in theory at least, 1/4 of the House plus 1 could keep from the floor something that the other 3/4 -1 would vote for. (if the House were evenly divided).  

      Basically, what it is doing is ensuring that only bills with majority GOP support can get to the floor. It does not guarantee that all Rpublicans will vote for it on the floor or even that they don't need Democratic support to pass it.

        pass it by itself then he won't bring it to the floor.
