    but they're supposed to be clear opposites (one yes, one no; one up, one down) with nothing in between and certainly no more than two. The current situation is much too complex and the prospect of change down the road makes it worse. So, the safe thing is always to say no.
    The SCOTUS did not do the Cons a favor when it gave governors the option of saying no. Then too, there's the importance of maintaining the illusion that dollars don't all come from Washington.
    What's the point of believing that dollars come from somewhere else? That's a good question. Perhaps it has something to do with the Civil War. After all, before the Civil War, some states issued their own currency, despite the Constitution assigning that function to Congress. Then when the Confederacy got organized, one of its first undertakings was to issue it's own currency, which was actually used to finance the early war effort until the states in the union and other nations were persuaded not to recognize it. After the Civil War al dollars came from Washington, but the currency was tied to gold which, presumably gave the gold mining states a leg up. Populist politic as railed against gold and then, in 1913, the management of the currency was supposedly handed over to the Federal Reserve Bank, a public/private hybrid, on the premise that Congress could not be trusted. Which they have since made great efforts to prove. But, apparently, the bankers couldn't be trusted either because they gave us the Great Depression and then a series of recessions, which were classified as part of the normal economic cycle.
    I suppose it is normal, if you're dealing with cannibals who eat each other (metaphorically, of course) from time to time.
    How else can one describe enterprise that aims to flourish by orchestrating another's demise?
    Humans, well some humans, are intentional predators. They kill and injure on purpose, despite the fact that they can figure out the ways of nature and make the garden bloom. Some even kill their own kind. I suspect it is because they are dull.
