    would be returning to exactly what the authors of the constitution envisioned - which would, amazingly, make John McCain's statement correct.

    Thomas Jefferson saw the tyranny of the minority happening early on and was adamantly opposed to giving them the power to speak indefinitely against legislation proposed by the majority and thereby kill it.  I'm sure he never imagined the minority being able to kill legislation by not speaking at all.
