checks on all homeschoolers, why isn't the focus on what went wrong in each of the three cases?

I'd like to start with the lady who is in charge of investigating child abuse cases, who is allowed to adopt child after child, and is accused of being an abuser.

Instead of casting such a large net, why not deal with the actual issues raised in her case? Like -- don't they do follow-up home visits to foster and adoptive homes? Isn't five kids, at least one a troubled(?) kid, too many kids to foster/adopt? While holding what sounds like a very heavy-duty job?
