    If you accept Thomas Kuhn's "Structure of Scientific Revolutions", it's not even necessarily true that a new theory matches most of the facts better. He claims that new theories often arise to address a single weakness in an existing theory, and as such, frequently explain less than existing theory. It's only through a lot of hard work and time by a small group of true believers that they are eventually expanded to match the breadth of the existing theory.
