    is disbursed thru states and cities, since they are the ones who know the operators in the area [nonprofits, various agencies, etc] who can coordinate the projects.  There are usually other subgrantees that receive funds further downstream.

    These end users submit expense reimbursements to the state or city for reimbursement.  I would think for this city, based on what the mayor said, the city would have to submit expense reimbursements to the state as the work is done.

    Entities can also request advances from approved funding.  

    So, I can't tell from what is in the diary if she requested funds in advance and was denied, or if she submitted some expense reimbursements and was denied, or if she was completely shut down at the beginning of the process by Christie.

    If the funds had been provided directly to the city from the federal agency, the city would have been able to proceed with reconstruction and submit reimbursement requests directly to the federal agency.
