      The only full-time US office is the embassy in Kyiv.

        If the US Ambassador is recalled, your son certainly should get out ASAP. The girlfriend can always finish a degree somewhere else.

        Should our embassy be shuttered, he should certainly hightail his ass to the Canadian or any other western embassy ASAP. He should now, for that matter. They can get him out, but if he is arrested, it will be much, much more difficult.

        Communications will him will almost certainly be monitored. Be aware of that, and tell him.

        Communications may also be impossible at various times. If he misses a check in, it might just be that lines are jammed or a power outage or a number of things. But he needs to Have a Plan and know When to Leave and How.

        I hate to say it, but he should maybe write his passport number on his arm or torso with a sharpie.
