      I agree that your statement reflects conventional wisdom, but NOW is the time to change this!

      1. Find out the voting requirements of your town, precinct, county, state, etc.
      2. Ask your friends if they are registered to vote.
      (a) If so, make sure they have the right documentation based on your research in Step #1.
      (b) If not, educate them on how to register based on your research in Step #1.
      3. Volunteer at local voter registration drives.
      4. In the contacts you make above, always ensure that people know how to vote, where to go, what documents to bring.  Work locally first.
      5. Understand the voter registration deadlines in your area and repeat steps #1 through #4 until then.
      6. Follow up with your contacts when early voting opens and make sure they know where to go to vote.  Take them there yourself if they need a ride.
      7. Repeat ad nauseum.

        ... with an indirect inducement to get people to vote in off elections.  Here's a common version of my discussion:

        The election's next week.  Decided how you're voting yet?
        I'm not going to vote.  I'm just too busy, and there's nothing important on the ballot.
        I know what you mean, but I do it anyway - because of the loonies.
        What?
        The looines, the fringies - you know, the ones on the extreme in every direction.  In these off elections, the loonies seem to be most of the people who show up, and we end up with loony results a lot of the time.  I got tired of that, so I decided that voting every time would help keep the crazy down to a minimum.
        Well yeah, I can see that. But you're just one vote. How much can that help?
        It's not only me. Laurel and some of our friends also do. And a few dozen other people I've talked to about this also decided that they could help tamp down the crazy. Right now, its about - I dunno, 25 or 30 people I know who make sure to vote to keep the crazy under control.
        And some of them have convinced their family and friends as well. I know at least four-five that did that. If they have another 25 or thirty each, it starts to add up. Just need to keep it growing, and soon the loonies won't control the off elections anymore.

        Hmmm...

        Some people are convinced. Some are not.  But its a nice, low pressure sell, appealing to people's conviction that they and theirs are sane, and the loonies are everywhere.  So far, about a 35-40% success rate (he says confidently, having kept no details about this over the years.)
