    is to fully enforce Section 1 of the 14th Amendment:

    All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the state wherein they reside. No state shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States; nor shall any state deprive any person of life, liberty, or property, without due process of law; nor deny to any person within its jurisdiction the equal protection of the laws.
    Equal protection should mean just that. A woman should be paid just the same as a man for the same job, because equal protection. Two consenting adults (who aren't already married) should be allowed to form a legal partnership known as marriage, because equal protection.

    If you have to have a new Amendment to spell it out, let's make it this.

    Section 1. Equality of rights under the law shall not be denied or abridged by the United States or by any State on account of sex.
    Section 2. The Congress shall have the power to enforce, by appropriate legislation, the provisions of this article.
    Section 3. This amendment shall take effect ASAP after the date of ratification.
