    in the whole Snowden affair is how sanguine most of official Washington seems to be about private contractors having comprehensive access to the entire trove of surveillance dragnet data. Here's why I think they should be worried:

    1) The fact that the IC still to this day has no clue what Snowden actually took (as opposed to just a worst-case estimate of what he may have taken) proves that the audit methods they have are useless. To the extent that the IC catches violations, it seems to be entirely on the basis of self-reporting.

    2) The profits of these contractors depend entirely on what Congress is willing to spend on intelligence.

    Those two things together - extremely low risk of being caught combined with huge potential profits - constitute in my opinion an irresistible incentive to use the resources they've been given to collect dirt on those who hold the purse strings.
