      it's "the liberals" in the form of people of color, women and gays.

      If you listen to right-wing Congressman and other right-wingers when they talk about cutting food stamps, for example, they nearly always mention fraud as part of their argument.  Even setting aside whether or not they can prove more than a miniscule amount of fraud, what does that have to do with anything?  A thirty percent across the board cut in food stamps does nothing to address fraud -- the both honest and the dishonest are throw out of the program.  If you want to address fraud, instead of cutting, you need to spend more money on investigation and enforcement.

      The people who want programs cut always assume it will be either the people abusing the system or someone other than themselves.   Why they assume that across the board cutting will accomplish this demonstrates their near-total ignorance.
