    Why are you and I reading about this billboard in this venue right now? I'd argue that it's not because the billboard is well-designed or effective, or that it would launch a progressive campaign all by itself. It's none of these things. In truth, my eye snags, and my mind bogs down for a few seconds, after the first word. That is way too long. You can't digest it when you're breezing by at 60-80 mph.

    I'd argue that the reason the billboard has attracted as much notoriety as it has, rather, is this suit against it. Why would the state government even bother? Hey, let's look at this thing...

    In your defense, there's an exception to every rule, isn't there? Perhaps the billboard was fated to catch on for other reasons.
