will review the case when the sheriff's office or city police office does a preliminary investigation.  They deliver their case file to the district attorney who may deny it and refuse to prosecute.  However, most district attorneys will defer that judgment to the grand jury who will determine if there is a reason to believe a crime was committed.
The defendant might be invited to testify, but his defense attorney may not go into the room with him.
The defendant will be afforded a court appointed attorney in his first court appearance.  The judge will absolutely match the young man up with an appropriate attorney.
Depending on certain factors, such as population and crime rate, there is a lag time between the constabulary getting their reports into the hands of the district attorney.  It could be months.
Grand jury typically goes into session once a month. I hope they call in a Texas Ranger asap.
