    No ifs, ands, or buts. No excuses about how you didn't mean to exclude anybody, or voter fraud, or anything.  (Actual fraud can continue to be prosecuted, of course.) Citizens are to be registered automatically when they reach voting age or as soon as they gain citizenship, and provided with any necessary documents automatically and for free, like Social Security and Medicare cards. No gerrymanders. Move voting to the weekend, or make it a holiday. Lots of early voting opportunities required. Maybe make voting mandatory, with a modest fine.

    There should be a National Voting Safety Board, like the National Transportation Safety Board, that can investigate every single case of voter suppression and require changes in practices nationwide to prevent it happening in the same way ever again. Also with the ability to review in advance any proposed changes in voting regulations that affect participation in any way. We used to call that preclearance.

    Second, a Corporations Are Not People amendment that would spell out the fact that persons cannot be held as property, in accordance with the existing Thirteenth Amendment, and property cannot have the Fourteenth Amendment rights of persons, either. In particular, property is inherently incapable of Free Speech, because all of its speech is compelled by its owners.

    My third suggestion would be an Unbalanced Budget Amendment requiring Keynesian stimulus in recessions, with emphasis on investments in infrastructure and education, and measures (such as escalating taxes on speculators during bull markets) to prevent the bubbles that lead to the crashes that create the recessions.

    Also a National Financial Safety Board charged with investigating financial shenanigans, with heavy regulatory authority, and preclearance authority on new financial instruments and the like.

      I take it you feel the first is the most important.
