    was originally a conservation measure. It is intended to allow the land time to 'rest' so it doesn't lose all productive capacity and also to reduce erosion that results from plowing every scrap of arable land. Also provides habitat.

    I'll agree that paying mega-farms to do so may constitute pork.

      the farm size or income cut-off for farm subsidies?
    •  that may have been the original reason (none)
      today it's they are just handouts to factory farmers and help put the pinch on family farms (what's left of them anyway).

      If you ask me, factory farms should be regulated (dirty word, I know) into allowing land to rest, and they should get nothing for it--it's part of the cost of doing business. If they don't like it, there are other businesses they can go into.
