Advisory Board is a key oversight body. Brent Scowcroft chaired this board from 2001 - 2004. Despite his vast experience and the prodding of his father, Bush has not sought the advice of Scowcroft. James Langdon, a Bush political appointee and chair of the board in 2005, was rumored to be Tenet's replacement when he was appointed. The fact is that Bush does not consult with this board and it is largely used to reward cronies. Ron Suskind touches on the ineffectiveness of this board in his book The One Percent Doctrine. Unless things have changed radically since 2005, I don't see how the board could be a key oversight body.
