    The Kurds don't really have a lot of leverage, but Talabani in particular has been a real expert at using what little they have to maximum advantage.

    The Kurds develop the oil using US and Turkish and European companies, and give Turkey a sweet deal.  That's the carrot. At the same time, they have a stick too - the risk of them promoting spreading Kurdish nationalism.  They will use both to cut a deal for their independence.  I suspect the Iraqi Kurds will turn on the PKK in a heartbeat if they can negotiate an acceptable end-state with Turkey.

    But for now, the Iraqi Kurds welcome Turkish investment and companies on the theory that the government (especially the current Islamist government) will prefer trade and economic relations to war.
