    than I do for sure - what I got from Googling was that in some cases repaving a road was "maintanence" and not subject to prevailing wage restrictions and in other cases was "construction" and subject thereto (I've posted an excert of one of these elsewhere in this thread).

    Even well-intentioned local governments seemed to have been confused - so perhaps its not as cut and dried as one might think.

    In any event, that's now quite clearly  not the case for this company - so not to have picked up on that earlier (guess I was devoting all three of my functioning neurons to figuring out the difference between 'minimum' and 'prevailing' wages and missed the 900 pound gorilla - i.e., the word "intentional" - d'oh!!) was rather egregiously stupid on my part - double d'oh!!!

      however, saying minimum is also technically accurate for the minimum amount is also the prevailing amount b/c it is specified by state law.

      The point is this company has been cited by the court for stiffing its workers illegally but yet this is the company in Pennsylvania where McCain is going to show up today.

      Mind boggling.

      I shall not rest until right wing conservatives are 4th party gadflies limited to offering minor corrections on legislation once or twice a year.
