    It gets much more from the government than it passes onto seniors, which is the whole point. A lot of seniors have been conned into signing up for it without getting what they were promised in returned. It's basically a prototype for how Repubs plan to "support" universal health insurance when that becomes the next big initiative push. The health insurance analog to privatizing Social Security. Good for Dems that they passed this.

        Another shining example of GOP oxymoron.  The only "advantage" goes to the big insurers.

          when it was first created under Clinton. It was renamed Advantage after Medicare D (Rx). And it gives seniors the choice to be at a (dis)advantage.

          The plans actually aren't that bad. Some seniors need more than A and B offer them. They're just not the best values for either seniors or taxpayers. From what I understand they're basically expensive taxpayer-funded Medicare supplemental plans, in terms of coverage offered, but with a totally different cost structure that benefits neither member nor taxpayers.
