    when it was first created under Clinton. It was renamed Advantage after Medicare D (Rx). And it gives seniors the choice to be at a (dis)advantage.

    The plans actually aren't that bad. Some seniors need more than A and B offer them. They're just not the best values for either seniors or taxpayers. From what I understand they're basically expensive taxpayer-funded Medicare supplemental plans, in terms of coverage offered, but with a totally different cost structure that benefits neither member nor taxpayers.
