    is a euphamism for illegal immigrants since if they were in the country legally they would have documentation.

      Some "illegal" immigrants do in fact have some form of immigration relief.  I used to work with a non-profit that represents ICE detainees, and some of them who were "illegals" and did not have documents, turned out to be US citizens.  Others were eligible for U visas (for crime victims), asylum, sometimes waivers based on exceptional hardship.  

      Not all of the undocumented are necessarily "illegal".

      And also the term implies violation of criminal rather than administrative law.  Immigration violations are not normally criminal matters, and calling them all "illegals" tends to obscure that important distinction.
