    that contributed to the Dust Bowl* are the property rights mentioned. Apparently, bribing people to voluntarily do the sensible thing (that benefits themselves in the long run) constitutes interference with property rights.

    *during the agricultural boom after WWI, high prices encouraged farmers to plant every square inch of land leading to practices like plowing right up to streams (leads to water erosion) and cutting down rows of trees and hedges between fields (which made wind erosion much likelier when the nasty drought came). Given our current problems with global warming and the likelihood that we too will be facing droughts, lets hope we continue to pay people for "not planting crops".
