    because any country can prosecute war crimes and crimes against humanity under international law, agreement, and precedent.

    And for the precise fact that accepting such a pardon could be interpreted as an admission of guilt, they might well be advised by counsel to refuse to accept the pardons, while issuing statements that they do not believe they did anything warranting pardon.  And in that situation it might make Obama look weak.

    do we still have a Republic and a Constitution if our elected officials will not stand up for them on our behalf?
