    They play with plan components to make it seem so. For example, if I pay two dollars less a month for health insurance which I already pay $980 a month (for me only) for I have to agree to a new $4,000 a year out of network deductible. They edge up every other deductible and people who really need care just pay what they must, which pays for the money making structure and outrageous bureaucracy required for patients to use insurance. Thing is, not even every insured person can afford to do this so they just skip prescriptions and often care entirely. That's a great quality improvement strategy. Or is that part of the "waste" management strategy? Again, the cost of health care will never actually decrease - except maybe for what insurers pay out - if insurance companies are involved. They act like they actually provide a healthcare service. They are just loan sharks and drug dealers.
