    In California, a number of years back, Blue Cross of California was a non-profit.  They decided they wanted to go public.  So the CA AG made them put $500-600M in a health-related foundation (California Health Care Foundation, look 'em up), and let them do it.  The NFP CEO walked away with multiple millions in the deal.

    Later the for-profit that resulted merged with a very large out-of-state health insurer, forming one of the biggest publicly-traded firms in the industry.

    And so it goes.
