Baker was all about keeping the Saudis happy.  The enemies of the Saudi monarchy were, as far as Baker was concerned, the enemies of the US.  And the enemies of the Saudis, by in large weren't really the Israelis, but radical Arab regimes, and the Iranians.

The Bush/Baker policy was mostly about preventing the problems between the Israelis and the Palestinians from interfering with the flow of oil.  Beyond that, they tried to be as close the Saudi position as US domestic politics would allow.

But by now, we know how the Obama administration deals with those who would destroy it: it goes straight for the capillaries. --Krugman

about Baker being primarily an oil guy. But I remember sharing his disgust with the Shamir government back in the days of Bush I. The memory stays with me because it was one of the few times I found myself in agreement (well, sort of) with a Republican Administration.
