    and both have substantial exceptions to at-will employment.  I can't say that's so for all other at-will states, but if you think about it, it's pretty much necessary.  If the legislature gives you a right with respect to your employment, but the employer can fire you if you exercise that right, then that right is pretty much empty.  This is part of what makes plaintiff's side employment law -- my occupation-- so much fun.
