    ..with Dave's Garden.  It's a review site for different types of plants and suppliers.  Great info.  Some suppliers are veritable scammers, while others are awesome.  Just do a google search for "scoop on YourSupplierName" and it should come up as the top hit.  Some are really bad but have great advertising, like Burgess Seed, so always check first.  :)

    I'd personally endorse Baker Creek Heirloom Seeds.  I've always had good results with them, and boy oh boy do they have choices!

    If you're doing a container garden, never forget this: the smaller the pot, the more frequent you have to water.  Go big.  Give your plants plenty of root space, and they'll reward you by getting similarly big -- as well as it being less work for you.

    What spices are you thinking of growing?

    For tomatoes, what I'd recommend depends on what you're looking for.  Cherry-type for salads?  Beefsteak type for slicing and putting on burgers?  Tomatoes for sauces?  How do you value aesthetics vs. taste?

    What do you want to do with your bell peppers?  Stuff them?  Cut them up and add them into sauces?  Dry them, perhaps grind them in a food grinder for paprika (there's no paprika out there that holds a candle to homemade)?  Again, I could make recommendations if you could let me know what your goals are.  :)
