    Bush I put the policy in place, the GOP threatened with a veto proof majority if Clinton didn't sign it, Clinton won some concessions on environment and wage protection for US workers which Bush II promptly ignored.

      ...to any great extent. The jobs were lost to China when it was granted most favored nation status.

      That was during Clinton's Presidency as well, so if he is to be criticized it should be on that front. I think there were good geo-political reasons for doing it, but NAFTA is small potatoes by comparison. IMHO.

        both NAFTA and GATT. He and the GOP leader also voted to fast-track them through Congress. GATT was the treaty that resulted in major job losses to China.

        Clinton inherited all of this when he took office. It was already signed, sealed and set for fast-track.
