    You could take Luntz's words and use them to support this legislation:

    ACCOUNTABILITY TRANSPARENCY & OVERSIGHT LOBBYIST LOOPHOLES ENFORCEMENT OF CURRENT LAWS BUREAUCRATS WASTEFUL WASHINGTON SPENDING NEVER AGAIN GOVERNMENT FAILURES AND INCOMPETENCE LET’S HELP SMALL BUSINESSES  BIG BANK BAILOUT BILL BLOATED BUREACRACY (sic) FINE PRINT UNINTENDED CONSEQUENCES SPECIAL INTERESTS HARD WORKING TAXPAYERS ANOTHER WASHINGTON AGENCY UNLIMITED REGUATORY (sic) POWERS DEVIL IS IN THE DETAILS RED TAPE

    Something like this, only much better:

    Make Big Banks accountable to us.

    Make government agencies that are supposed to regulate Big Banks (and didn't) accountable to hardworking taxpayers instead of Big Bank and Special Interest Lobbyists through increased Congressional oversight.

    Don't let Big Bank bureaucrats and red tape hide their financial failure until it's too late to protect us from it.  Let an agency similar to the FDIC apply clear guidelines, just like the FDIC, to protect us against more catastrophes like the one we're in.

    And if a bailout is needed to protect the rest of us, make Big Banks bail out Big Banks with a share of their own bloated profits - not with the money of hardworking individual and small business taxpayers.

    Reign in the unlimited power of Big Banks, re-apply real rules of a competitive marketplace and stop subsidizing already bloated profits of Big Banks and even more bloated salaries of their 'indispensable' employees.

    We know now that the devil was in the details of the Big Banks' 'exotic financial schemes', so we'd better exorcise those devils through the details of this reform bill.

    Frankly, I wouldn't care if the Big Banks decided to jump off the cliff again, as long as they weren't tied to me by a rope.

    But they were and still are.  If they go off, they'll drag me with them.

    So either cut the rope or keep them the hell away from the cliff!

    The last dog-whistle has died. What we have now is like blowing a train whistle and then saying "oh sorry, I was just trying to call my dog".
