    there is little if any commercial shipping need. its a tiny little locks...just some tourist view boating! so what in the world is their argument against closing it?

    (we're talking about the locks downtown next to navy pier right?)

        at Navy Pier, at least not in the last 25 years.  Where would the coal be coming from, and where would it be going to?  All the buildings downtown stopped burning coal decades ago, and I thought all the industries along the Chicago River that once burned coal are now burning gas because of air quality issues.  Who is still burning coal?
