    I'm sorry, but it looks like quite an inconsistency between your two points: (1) the Asian carp are already in the Great Lakes but (2) there is an electrial barrier that it completely effective from keeping them out.  

    So, what exactly are you trying to say?

      But it does not stop them, or at least all of them.  thus the effort to close the locks.

      This is stupidity, greed, and Illinois politics, made worse by Illinois politicians in the White House.

      I should have stated what I thought was obvious.
      But, clearly, is only obvious to those who think things through.

      Asian carp are already in the Great Lakes.
      There is an electric barrier to keep the swarms in the Mississippi (and lower Illinois River) from going further upstream.
      Unfortunately, the carp entered the Great Lakes before the barrier was erected.

      I hadn't figured out that some people didn't know that electric barreirs were constructed objects, and -- therefore -- have construction dates.
