    I am pretty sure it was available in Playa del Carmen (south of Cancun).  But not at the Walmart....

      Maybe I'll make a trip over to TJ one of these days. I'll have to read up about the border violence a bit before making that decision.

        ... It would not surprise me if fake Cuban rum & cigars were being sold in Mexico to American tourists who don't know exactly what the real items are.  

        It probably helps to know someone who knows where the real stuff can be found, and also to have a pretty airtight method for getting it back to the US.  

        One possibility is to buy some Nicaraguan or Honduran cigars in the US, that are of similar type (style of rolling, and length x "ring gauge" or circumference), and take the packaging and the cigar bands into Mexico, to put on Cuban cigars, making them look like innocent Nicaraguan or Honduran ones when you return from Mexico.  

        A similar trick could be worked with rum, and a bottle of whatever-it-is that isn't subject to persecution.
