    Yes on 13 -- innocuous, and earthquake safety trumps virtually everything IMO

    No on 14 -- Abel Maldonado's reward for voting for a budget last winter; party wonks don't like it

    Yes on 15 -- good experiment to tax lobbyists (love it!) to publicly finance one election

    No on 16

    No on 17, bankrolled by Mercury Insurance to benefit Mercury Insurance

        That is the consensus of almost all Democratic and progressive groups. Some have "no position" on 13 which is the least important or interesting. The one interesting thing about this Prop 13 is that it is about property taxes like its more famous namesake from 1978. This one is far less controversial as it was passed unanimously by the legislature and put on the ballot because it modifies previous initiatives so must be voted for by the electorate to go into effect. This 13 says that properties would not be reassessed upward if the improvements are for seismic safety.
