    that cost containment like a public option is the only way the HIR will save money.

      That statement doesn't say anything new. Everyone knows that costs of the actual care have to be "contained." Either that or the system and the US will fail.

      You can't reduce the cost of insurance for health care whether private insurance or a government plan.

      Medicare is a single payer system. The premiums each person pays don't cover the full cost, and costs are rising to the person and to the government in the same manner as for private insurance for those below 65. There are some serious problems within the Medicare system. The reform bill is trying to address them.

      Single payer is not the answer. Medicare shows that.
