The three strikes law was a proposition in California in the mid-1990's that enhanced the sentence for a person convicted of a thirdy felony to a life sentence.  Three strikes has been one of the reasons for the steep rise in the prison population.  Moreover, the law is ridiculously strict so that any felony can lead to a life sentence.  And possibly misdemeanors, I'm not entirely sure.

    Hope this helps.

Very helpful. I'm from NC, so no wonder I didn't know.

I'm guessing the proposition passed, then? And is it still an important issue in CA; is anyone trying to overturn it?

Just looked it up and NC has a three strikes law as well! I was too young to vote in '95 when it was enacted and it's really not an issue here, not something we would ask in a congressional candidate interview for sure!
