The topic was homeland security. Kerry listed the litany of Bush failures to secure the homeland: trains and subways unsecured, 95% of shipping containers uninspected, funding for local police and firefighters not available. Kerry said he wanted to change that.

I guess the safety of the American public isn't worthy of the same deficit as the Iraqi and Afghani people. But George will make the tax cuts permanent.
