Say it loud: The Bush administration cut and ran from Afghanistan to Iraq rather than finishing the job they started in Afghanistan, and now they are planning to cut and run from Iraq to Syria and Iran, rather than admit they screwed up so badly that no one could fix their mistakes.
There are two reasons for this, and only one is the usual neoconservative fantasy world (lack of) plan. The other is the Attention Deficit Disorder of the Bush administration- not unexpected in Bush himself, but it is remarkable that his entire administration is taking on all his most dysfunctional aspects.
In typical Rovian fashion, hitting their opponents where they themselves are weakest, the Bush administration has been using the phrase "cut and run" against the Democrats and any Republicans who show evidence of sanity, for several months. For once, we have to hit back hard by using the phrase "cut and run" to describe what this administration has already done and again plans to do. I'm not much for Lakoffian framing, but here, Bushco has already done the hard work of making the frame and all we have to do is turn it around to fit where it belongs.
A possible Republican response will be "so, you're saying we shouldn't withdraw from Iraq?" and the obvious response on our part should be "no, I'm saying we shouldn't run from failure to failure", which is what Bush has been doing his entire life. Anecdotally, this framing of the situation is quite effective w/ fence sitters and moderate Republicans. It won't work, of course, with neocons, but then, reality related responses have been shown, in double blinded controlled trials, to be completely ineffective with them.
Try it out and see how it works.
