A report from a British think tank indicates that things are much worse than anyone is reporting.
Chatham House also said there was not one civil war in Iraq, but "several civil wars" between rival communities, and accused Iraq's main neighbors -- Iran, Saudi Arabia and Turkey -- of having reasons "for seeing the instability there continue."

The report goes on to state that the current government is almost irrelevant to most of the country and that until they agree on a way to share oil revenue, there is littl hope for improvement

The report also said that a U.S.-backed security crackdown in Baghdad launched in February has failed to reduce overall violence across the country, as insurgent groups have just shifted their activities outside the capital

The idea that the surge in Bagdad is just resluting in more deaths outside Bagdad will come as no surprise to anyone. General P. may think that it is too early to determine whether progress is being made, but this report is just another indication that most recognize that the situation is bad and getting worse.
The author of the report, Middle East expert Gareth Stansfield, said instability in Iraq was "not necessarily contrary to the interests" of Iran, Saudi Arabia and Turkey.
Again, noone should be surprised with this assessment
