Here is my plan for peace in the Middle East, including resolving the thorny issue of the right of return for Palestinians.
1. Israel withdraw to pre-1967 borders.
2. Israel’s right to exist within these borders recognized.
3. Elevated highway controlled by the Palestinians to connect Gaza and the West Bank.
4. International economic aid package for Palestine.
5. U.N. administration of holy sites in Jerusalem, making them open to unarmed and peaceful persons admitted from Israel and Palestine.
6. International tribunal to settle property claims from displaced Palestinians.
7. Middle Eastern and Western nations pledge to accept minimum level of Palestinian immigration, granting full citizenship.
8. Settlement of claims for right of return:
A. Anyone who actually fled Israel allowed to return.
B. Descendants of each person who fled should form an organization.
C. Each of these organizations would submit a bid to settle its claim.
D. The bid would be in terms of cash and named individuals allowed Israeli citizenship.
E. The bids would be secret and monitored by an international tribunal.
F. Israel would accept bids from 5% of the total number of organizations each year.
G. Organizations would have a window each year to adjust their bid.
H. The final 5% would receive cash at the average rate for all the groups, and no Israeli citizenships.
