Leaked and confirmed, a United States Special Forces manual titled Foreign Internal Defense Tactics Techniques and Procedures for Special Forces has been made available on the WikiLeaks website. The document's scope in its first lines is described as this:
This publication establishes joint tactics, techniques, and procedures (JTTP) for the Armed Forces of the United States involved in or supporting foreign internal defense operations. It discusses how joint operations, involving the application of all instruments of national power, support host nation efforts to combat subversion, lawlessness, and insurgency.

A brief analysis of the document finds that it describes techniques such as wiretapping, false-flag events, control of the press, interrogations, psychological operations, suspension of habeus corpus and more. It details the command structures necessary to implement these techniques as well as lessons learned from previous attempts at using these techniques.
The scary part of reading this document is that it seems as if I am reading a manual on how to create what passes for history in this country over the last few years. Control of the press through the Pentagon propaganda story of a few weeks ago. Warrantless wiretapping of current Congress/White House negotiation fame. Interrogations of citizenry with Abu-Ghraib, Guantanamo Bay, and extraordinary rendition. It goes on and on.
It really is interesting reading. Enough that I have printed a copy and hand delivered it to my representatives' offices. But I felt that there was a moral dilemma in posting this diary. On one hand I see the importance of this information as it makes many of the events in this country and the world the last few years appear very very much organized and planned. I feel that documents like this should be spread far and wide. On the other hand I feel that the information contained in the document can be misused by others for similar nefarious purposes.

I have chosen not to provide a direct link, but only to alert everybody to the presence of this document. Seek it out. Find it. Read it. Wikileaks across the world appears to have been thoroughly blocked as I am unable to access either the wikileaks.org page or any of its mirrors. There are discussions on the internet of other people unable to access it as well. I am not sure if this is an organized suppression or not. If it becomes apparent that it is an organized suppression, my dilemma will be solved. But at this point I will not link to it directly.

Update: Wikileaks.org Analysis Page This page leads to an analysis of the document that has been leaked. I found that this link is broken now. It was not broken earlier this morning. I still wont directly link to the document at this point though.
UPdate 2: I have decided to post a link for two reasons. One is that wikileaks appears to be under a global DOS attack at this time and one that has been sustained. Second, I found an authoritative source. Wikileaks and other places have made a big deal about the document but if the Federation of American Scientists feels it should be freely available it shall. Update 3: The link directly above this is an incorrect link. The only valid link I have been able to find and verify is a link to a bittorrent seed which I have verified is still up and available. I will post a more detailed analysis later on today. Wikilieaks is still down globally at the moment, including all external links. I believe this to be evidence of intervention/censorship. Its one thing for one website to be down, but when multiple foreign websites go down at the same time its suspicious.
