Back when the rich man's welfare bill (also known as the bank bailout) was passed, we were told that, of the $700 billion authorized, Bush could spend $350 billion immediately, but Congress would have to vote again to release the second $350 billion before it could be spent.
Not quite. Bush is now pushing for the last $350 billion, and it turns out that Congress does have to vote again. But that vote is actually a vote to prevent the last $350 billion from being spent, and Bush can veto the bill!!!! Meaning that unless 2/3 of both houses of Congress is on board to override that veto, the money will be spent. Something that the politicians and the media conveniently forgot to mention back when the bill was passed.
Sorry for the short diary; I'm rushing off to a demonstration whose subject should be obvious but I won't mention for fear of starting yet another flame war.
