According to the article Paul attempted at some point to create his own certification board, with associated credentialing fees; listing family members as officers in the organization.
Although neither the word 'Scam' or 'Chicanery' appears in the article, I suspect they would be at home there.
You really have to take your hat off to Paul- as a Libertarian unburdened by the conventions of society like passing boards, maintaining licenses or paying taxes- Libertarians are free and fully empowered to creat their own business realities.
I wish I could just make crap up like Rand Paul- the man is living the dream.

Not sure how someone who lives in a $500,000 home in a gated community can pay his bills on just $46K. He’s got rental property and an LLC in Bowling Green that paid him $176,223 – along with "royalties," however. Whatever "royalties" means.
