Since it has been proven that all containment efforts other than relief wells fail, isn't the longer term solution rather simple? We should require that all wells have relief wells drilled pre-emptively--they should be ready to use prior to extracting any oil.
Sure it will cost money, but if you can't afford to drill safely, you can't afford to drill.

Sorry I have no expertise or backup research for this. It is just a common sense solution which I have not yet heard many people talk about. Why isn't it getting much consideration?
