Based on the record in this matter, the Special Counsel respectfully submits that there is substantial credible evidence that provides substantial cause to conclude that Senator Ensign violated Senate Rules and federal civil and criminal laws, and engaged in improper conduct reflecting upon the Senate, thus betraying the public trust and bringing discredit to the Senate.
Oh, just go read it all, gang. It is lurid, to be sure, but there's more.
Basically, the potential charges revolve around whether Ensign abetted Doug Hampton's efforts to perform illegal post-employment lobbying before his office, and matters surrounding the Ensign Family Trust's payments to the Hamptons as "severance."
Oh, and there's stuff like Ensign deleting his (frequently used) gmail account, Ensign creating "fredschwartz72@yahoo.com" for his contacts with his mistrees, and, oh, this line:
I know exactly what you are doing. Put your pants on and go home.

"The committee voted unanimously to refer Senate findings to the Department of Justice and the Federal Election Commission because we have reason to believe that Sen. Ensign violated laws within their jurisdiction," Sen. Boxer said in a rare floor speech addressing the committee's usually private proceedings.
The evidence the committee uncovered is so egregious, Boxer said, that a special counsel assigned to the case was set to recommend expulsion had Ensign not resigned.
