The number of houses remaining without power has dropped to 2000, from 15,000 yesterday.
Power company Orion says it aims to bring power back to 1500 homes by tonight. The 500 households that could remain without electricity would likely be in the suburbs of Dallington and Bromley.
Diesel generators are being brought in to provide power.
Christchurch Mayor Bob Parker said water had been restored to 85 per cent of the city, but pressure levels varied.
"In some areas, there's very low pressure, and especially up on the hillsides, there's no flow at all."
It will be around 36 hours before engineers can fully assess the city's sewage system.
Parker said the main trunk sewer on Woodham Rd had been damaged, with the road above the sewer starting to collapse.
A section of the road between Pages and Kerrs roads would be blocked while repairs took place, and the closure was expected to remain for at least a month.
While some sewage was reaching the council's pump stations, Parker said residents should use chemical toilets or portaloos.
