Well, the text of the Budget Control Act of 2011, better known as the debt ceiling bill, has finally been posted. It's 2 AM here in Iowa and I'm way too tired to analyze this right now. But a few observations:
First, section 101 doesn't appear to have been posted. As this section will likely contain the discretionary spending limits, it's kind of a glaring omission.
The rest of Title I is very similar to the Boehner bill's Title I. You can find a section-by-section of the original Boehner bill here (it summarizes this draft).
Title II requires a vote on a balanced-budget amendment and establishes the procedure for considering the amendment.
Section 301 details the two-step process for raising the debt ceiling.
The "trigger" can be found in section 302. Trying to turn it into something I could actually calculate merely reminded me that I should get to bed in the near future, but I trust in the community to figure it out.
Title IV gives all of the gory details for the joint committee. Unsurprisingly, each of the four Congressional party leaders get to pick three members. The final bill gets two hours of debate in the House and thirty hours in the Senate.
Title V contains the student loan changes.
12:36 AM PT: On a hunch, I decided to stare at the source code for the page and discovered that the missing section 101 text is actually posted but hidden due to faulty CSS. The spending levels set forth therein are the same as the levels in the Boehner bill, which I linked above.
