Nebraska has already completed its redistricting and it ended up changing very little despite the Nebraska 2nd having an only marginally Republican PVI.
There was some attempt to gerrymander precincts in Sarpy county so as to make the 2nd as Republican as possible given that it contained all of Douglas county (Omaha). That is the problem though. Douglas county is almost an entire congressional district in itself and voted 52% for Obama.
Local issues prevented Republicans from splitting Douglas county rather than Sarpy county but had they gone down another path no Democratic presidential nominee would have been winning any of Nebraska's electoral votes this decade (and the 2nd would have stayed out of reach for Democratic congressional candidates).
I've created a map that shows one Douglas county splitting option. The blue district is R+12 the magenta and green are R+13.
I've also included a Democratic gerrymander of Nebraska (previously posted at Swing State) in case Democrats controlled redistricting in Nebraska and wanted to link the bluest parts of Omaha and Lincoln to create a D+4 district.
