In it, Officer Ruppert basically recounts what a bad ass cop he was while serving on LAPD. Ruppert, an "expert pistol shot" and training officer, a cop who trained new recruits on the force, takes to task, the police who have beaten and shot peaceful protesters. He clearly lays out his cop bona fides.

Ruppert has several times been in situations where people have aimed loaded guns at him. He has never killed anyone. He states ~ 5 min into the video,
Why didn’t I shoot? Because I didn’t have to. This is one of the most basic codes of honor any true warrior observes, you don’t use force unless you have to, and then you use only what is necessary to control the situation, and then you stop. That is the honor of a true warrior, and this honor brings with it the power that Shamar Thomas had to shut down 30 aggressive, looking for a fight NYPD cops. It is that honor which gave me the power to shut down a CIA director at a public hearing in 1996 and caused the crowd to erupt in cheers.
Ruppert makes it clear that being a cop does not mean you get a free pass to harm people. He comes just short of calling the cops who take pleasure from hitting and hurting peaceful protesters cowards.
Ruppert speaks truth to police misdeeds. His is a voice we need.
